ELI5: Why does a phone flash burn?

It's just bacause the flash gets hot. There is no shock. The black ink increases the effect (black absorbs more heat) but the bulb still fundamentally produces a lot of waste heat energy so you still get burned by it (on some cameras - the effect varies greatly between models)
