What are your PBO limits? Should also debloat windows as much as you can. Remove background apps and services you don't need.
690 was my highest with 5800X at 5,1-5,2Ghz Single/Duo Core, reached 89C with 360 AIO and pump only mode.
The scaling on that chart is so bad for a minute I thought 11900k is 50% faster than 5800x in MT and was confused af...

My 5900X with XMP disabled and some CO tweaks had 666 single core. Needless to say, I think that is a perfectly valid result.
Yeah a good AiO can help for Ryzen CPUs to shine. After I bought a good quality AiO started enjoying what is my Ryzen 9 3900x capable of. Though it is far behind from the ZEN3.

It is my understanding if core-0 is not the "best" core you will never achieve 700 ST. CPU-Z uses only core-0 for this test. Silicon lottery also comes into play.
You can set affinity to the core you want while the multi core test is in progress. As long as you set it quickly the single core test will be accurate for the targeted core.
Noob question, but why’s there such a big difference between the i9-11900K and the non K version?
Proportions are a bit fucked in the graph.
Those bars are a bit misleading. They're to scale if you consider them zoomed far in to the very ends of the bars, but at first glance I presumed the far left side would be 0, and in that case, they make small differences appear much larger than they really are.
